Pelican Harbor is a Huntington Beach community with 42 homes for low-income seniors as well as those coming from homelessness that are at least 62 years old. In partnership with the City of Huntington Beach and the County of Orange, Jamboree’s joint venture with USA Properties Fund is dedicated to serving some of Huntington Beach’s most vulnerable residents.
This collaboration demonstrates that local control and community input can produce quality, affordable housing while also maintaining compliance with state laws. The development also fits the community vision to enhance the economic performance, functionality, and beauty of the Beach and Edinger Corridors Specific Plan (BECSP).
With a craftsman-style architecture that integrates with the seaside atmosphere of Huntington Beach, the fourstory residential building of one-bedroom apartments features 4,000 square feet of community space for onsite property management, supportive and resident services, a computer lab, offices, plus meeting rooms and common areas for resident gatherings and activities. Pelican Harbor includes a 2,300 square-foot outdoor courtyard and pet park.
Pelican Harbor integrates with the architectural fabric of the surrounding community. Underground parking for residents, onsite staff, and guests and property entry points are designed to minimize the traffic impact on Beach Boulevard. This community is conveniently within walking distance of public transit, local parks, grocery stores, and medical centers.
Located on an L-shaped, 0.78-acre lot near the 5 Points area where Main Street meets Beach Boulevard, Pelican Harbor reserves 33 Permanent Supportive Housing (PSH) apartments for seniors experiencing homelessness and nine apartments for low-income seniors. With one full-time case manager and a part-time supportive service coordinator on site, services at the property will be tailored to meet the unique needs of senior residents. Programs that foster learning, health and wellness, and community-building will be provided.
Finances
Pelican Harbor was funded by public and private partners. The City of Huntington Beach contributed $2.8 million in HOME funds provided through the U.S. Department of Housing and Urban Development (HUD) and $300,000 in City inclusionary funds. The County of Orange distributed 33 Project-Based Vouchers (PBV) sourced from HUD. The County also partnered with Jamboree to secure $5.8 million in No Place Like Home (NPLH) funding from California Department of Housing & Community Development (HCD). The Orange County Health Care Agency played a pivotal role, allocating $3.6 million in Mental Health Services Act (MHSA) funding to support the development.
Private sector contributions were also instrumental. Lument facilitated a $4.6 million Freddie Mac loan, while U.S. Bancorp Impact Finance (a U.S. Bank subsidiary) played a significant role with $12.3 million in tax credit equity and a $23.8 million construction loan, further reinforcing the development's focus on providing high-quality housing for Huntington Beach’s seniors. Sisters of St. Joseph of Orange Healthcare Foundation provided a $250,000 program-related investment. USA Properties Fund located the site and serves as a joint venture partner with Jamboree.

Supportive Services
Jamboree creates strong, healthy communities that provide opportunities and resources for residents, as well as those living in the surrounding neighborhood, to enrich the quality of life. Integral to the success of Pelican Harbor is the fully funded ongoing supportive services that enable residents to build a strong foundation within a stable environment. Delivered with a ‘whatever it takes’ approach, the onsite services provided by Jamboree’s Community Impact team and Telecare Corporation—will offer residents comprehensive support and programs guided by trained professionals, including case management, life skills education, and medicationmanagement assistance. Telecare Corporation is one of the nation’s largest providers of services and supports to individuals with serious mental illness (SMI). As an approved CalAIM provider, Jamboree offers integrated housing and healthcare services at Pelican Harbor to support long-term housing goals for individuals that are eligible through the CalAIM program.
